Rural crime is a shared risk that requires a shared response
The current, near-exclusively police-led model is no longer sufficient on its own. The Demeter Initiative proposes a standards-based partnership that complements policing with risk reduction, professional security advice, education, and stronger rural resilience.

Risk reduction and enforcement, working together
The Initiative does not replace police enforcement or transfer police powers to private individuals. It strengthens the part of the system that sits before an offence occurs.
Qualified rural security specialists can assess vulnerabilities, design proportionate deterrence, support behavioural change, and help farms prepare for foreseeable disruption.

A working model already built for rural communities
Rural SafeGuard demonstrates how the principles behind Demeter can work in practice. Its approach combines professional farm security reviews, education, product and service verification, certification, and post-incident support.
The programme is grounded in the protective sequence of deter, detect, delay, and respond, with proportionate measures designed around the realities of farming.

A clear role for every stakeholder
No single organisation can eliminate rural crime alone. Demeter turns shared responsibility into practical contributions.
HM Government
Endorse the model, establish joint Defra and Home Office sponsorship, and consider policy and funding support.
Police & Policing Bodies
Support the model, appoint a lead, enable lawful information sharing, and help shape appropriate accreditation.
Farming Bodies
Advocate the Initiative to members and help fund reviews, workshops, and post-incident root-cause analysis.
Rural Insurers
Recognise creditable certification. Explore premium incentives, and fund reviews, workshops, and behavioural change.
Food Retailers
Fund supplier-facing security services and include rural crime reduction with ESG and culture development programmes.
Security & Academia
Foster a Community of Practice, deliver a common standard, and strengthen the research and knowledge sharing.
Test, standardise, and scale
The Demeter Initiative is an invitation to shape, test, and adopt the model together, not a finished blueprint imposed from above.
Proof of Concept
Volunteer police forces partner with security providers and test a limited, consent-based data-sharing protocol.
Standardisation & Accreditation
Agree a national standard so farmers, police, and insurers can rely on one professionally governed service.
National Roll-Out
Build shared risk registers, accredited partners, and insurer-linked incentives into future structures.
